There are two forms of Twitter Lists: public and private. I create public lists that anyone can see from my profile and from the profiles of the people I add to my lists.
Those who I add to my list receive a notification in their mention and interactions tab, plus they have the opportunity to subscribe.
Two of my most used Twitter Lists are About Space Coast Life which are people and companies on the Florida, Space Coast and Space Travelers has people and companies related to the space industry.
